The Position
Within the Watershed Management Department, this position plans and implements programs for analysis and management of District’s water resources functions, including surface water, storm water, and aquatic habitats. Anticipates and identifies resource problems and applies findings to development of water resources management strategies.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that
may be assigned to this classification. The District may modify duties and/or essential
functions at its discretion. Additionally, some incumbents may not perform all Essential
Functions.)
- Designs and conducts technical data analyses using GIS, statistics, and modeling software; integrates watershed management information and ecological data within multiple database systems; maintains updated knowledge base of relevant scientific research and analytical techniques.
- Based on technical analyses, develops water resource management strategies, establishes priorities for ecological restoration, and delivers recommendations for program direction in memos, reports, and presentations.
- Coordinates special projects and committees to meet regulatory permit requirements, address complex or difficult issues, and plan special events; manages work tasks, contracts and intergovernmental agreements with project stakeholders, government agencies, other District departments and consultants.
- Coordinates with technical staff to develop data, conduct quality control, produce GIS maps, and resolve complex systems problems; provides technical assistance to department staff in GIS/GPS, research, and policy issues; coordinates inter-departmental GIS activities of internal staff, multidisciplinary work groups/task forces and consultants; Serves as departmental liaison to District’s IT department.
- Prepares and delivers reports and presentations to professional and public audiences; Maintains departmental web-based information; serves as GIS technical resource to District staff, ratepayers, and other government agencies.
Expected Knowledge, Skills and Abilities
KNOWLEDGE OF: ArcGIS desktop applications, spatial modeling techniques, computer software (examples include but are not limited to: Fish Xing, RESTORE, HEC-HMS, HEC-RAS, EMDS, S-Plus, and Rivermorph), web design, principles and practices of project management; advanced principles and practices of project monitoring and data management and control; theory and principles of water resource protection; principles, practices, and techniques of habitat design; principles and practices of contract management; pertinent Federal, state, and local laws, codes, and regulations.
SKILL IN: gathering, analyzing, and interpreting technical data pertaining to wetlands, streams, riparian habitats and public infrastructure; conducting studies, reviews, and evaluations to form accurate conclusions and projections; use of computers and computer software including word processing, spreadsheets, database design and management, GIS analysis and graphing applications, and web applications.
ABILITY TO: understand and evaluate new watershed management methods; understand and interpret pertinent policies, procedures, laws, and regulations; establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public; operate effectively in a team environment; communicate clearly and concisely, both orally and in writing.
The Candidate/Qualifications
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:
- Increasingly responsible experience in planning, policy or project experience utilizing GIS in a surface and storm water or habitat management program.
- Customarily candidates will possess a BA/BS degree in environmental science, water resources, geography, ecology, planning/policy, or a related field, OR equivalent education and experience.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program. Compensation for this full-time position is
$68,000 to $98,500 per year.
This rate includes a mandatory 6% employee contribution to the Public Employees
Retirement System after six months of employment. Clean Water Services offers a
selection of paid medical plans, dental, vision and life insurance. Vacation, sick
leave and personal holidays are also provided. Clean Water Services supports ongoing
training through a tuition reimbursement program. Any offer of employment will be
conditioned on the successful completion of a pre-employment background check.
The Organization
Clean Water Services is a water resource management utility for more than 500,000 people in urban Washington County and small portions of Multnomah County, Clackamas County, Lake Oswego, and Portland. Clean Water Services operates four wastewater treatment facilities, constructs and maintains flood management and water quality projects, and manages flow in the Tualatin River to improve water quality and protect fish habitat. Although Clean Water Services maintains a close working relationship with Washington County government, it is a separately managed and financed public utility.
