The Position
Clean Water Services, on behalf of the Willamette Partnership, is recruiting for a Water Resources Analyst. The Willamette Partnership is a non-profit organization focusing on approaches for protecting the Willamette Basin’s ecology. In this position, the successful candidate provides research, analysis, and project management services to a coalition of municipalities seeking the ownership and enlargement of a major water-supply project and integrates the goals and objectives of the coalition with those of the District. The successful candidate will be an employee of Clean Water Services, performing work for the Willamette Partnership. This position is grant funded and is expected to last two years in duration and will be located at our Administrative Building Complex in Hillsboro, Oregon.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that
may be assigned to this classification. The District may modify duties and/or essential
functions at its discretion. Additionally, some incumbents may not perform all Essential
Functions.)
- Assists in the development of water resources policies by providing research, analysis, and recommendations to management. Researches and analyzes regulatory, financial, and institutional issues.
- Ensures project completion within established timeframes and budget guidelines. Coordinates efforts of various consultants and other partners in the successful completion of work tasks. Manages project activities with governmental organizations, consultants, and other Departments or Divisions. Manages consultant contracts. Negotiates change orders. Prepares contractor payments. Occasionally leads local, regional and/or state project management teams.
- Produces internal and external project-related communications. Prepares public information and educational materials for use in print and on the web. Prepares written reports for technical and general audiences. Makes presentations.
Expected Knowledge, Skills and Abilities
KNOWLEDGE OF: principles and practices of project management; ecosystem service markets concept; theory and principles of water resource protection; principles and practices of program design and implementation; principles, practices, and techniques of habitat design; principles and practices of contract management; pertinent Federal, state, and local laws, codes, and regulations.
SKILL IN: gathering, analyzing, and interpreting technical data pertaining to water resources and environmental issues; conducting studies, reviews, and evaluations to form accurate conclusions and projections; use of computers and computer software including word processing, spreadsheets, and database.
ABILITY TO: understand and evaluate new watershed management methods; understand and interpret pertinent policies, procedures, laws, and regulations; establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public; operate effectively in a team environment; communicate clearly and concisely, both orally and in writing.
The Candidate/Qualifications
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:
- Increasingly responsible experience in water resources management issues.
- Customarily, candidates will possess a Bachelor’s degree in environmental science, ecology, natural resources management, watershed management, or a related field.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program. Compensation for this full-time position is
$59,134 to $88,702
per year.
This rate includes a mandatory 6% employee contribution to the Public Employees
Retirement System after six months of employment. Clean Water Services offers a
selection of paid medical plans, dental, vision and life insurance. Vacation, sick
leave and personal holidays are also provided. Clean Water Services supports ongoing
training through a tuition reimbursement program. Any offer of employment will be
conditioned on the successful completion of a drug/alcohol screen and a criminal
background check.
The Organization
Clean Water Services is a water resource management utility for more than 500,000 people in urban Washington County and small portions of Multnomah County, Clackamas County, Lake Oswego, and Portland. Clean Water Services operates four wastewater treatment facilities, constructs and maintains flood management and water quality projects, and manages flow in the Tualatin River to improve water quality and protect fish habitat. Although Clean Water Services maintains a close working relationship with Washington County government, it is a separately managed and financed public utility.
