The Position

Within the Conveyance Systems Department, this position provides oversight of city and county activities and coordination of infrastructure planning efforts.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that
may be assigned to this classification. The District may modify duties and/or essential
functions at its discretion. Additionally, some incumbents may not perform all Essential
Functions.)
- Manage the development and implementation of a Quality Assurance/Quality Control program for Cities and County relative to their review of engineering and environmental plans, inspection and enforcement of the District’s Erosion Control program, vegetated corridor enhancement, mitigation requirements, and water quality facilities. Oversee the Private Water Quality Facilities Management Program. Develop and lead various Low Impact Development Approach initiatives.
- Coordinate the District-wide master plan updates for sanitary and storm system with projects located within member city boundaries, including infrastructure rehabilitation and replacement priorities. Provide management of staff to update District’s sanitary and storm computational models to reflect development projects. Develop and lead Capital Improvement Projects Selection Committee.
- Provide complex design and regulatory interpretations in light of technical, regulatory, and contractual requirements. Approve changes to design and construction contract provisions including exemptions and variations to District design and construction standards or other ordinances, design amendments, changes to scope of work, extensions/accelerations of schedules, and changes in methodology, equipment, or control processes.
- Act as a lead liaison to Cities and County. Respond to and resolve difficult and sensitive inquiries and complaints.
- Oversee, organize, assign, and review staff’s work; develop performance standards; prepare performance evaluations; provide coaching and prepare development plans; assure compliance with District safety practices and procedures.
Expected Knowledge, Skills and Abilities
KNOWLEDGE OF: civil and sanitary engineering design theory, principles, and practices and their application to a wide variety of conveyance system and collection system; NPDES permit process; stormwater management; materials, equipment and methods used in the construction, repair, and maintenance of surface water and wastewater collection systems; principles and practices of project development, scheduling, and management; principles and practices of budget preparation and administration; erosion control and vegetated corridor program management; principles of supervision; teambuilding and coaching techniques and practices; pertinent Federal, State and local laws, codes, and regulations; technical knowledge of sustainable development practices, including low impact development approaches.
SKILL IN: organizing and coordinating the work of professional and technical personnel; supervising, training, disciplining and evaluating staff; asset management; preparing, reviewing, and evaluating engineering studies and designs; preparing and administering large budgets; preparing clear and concise administrative and financial reports; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing recommendations in support of goals; interpreting and applying pertinent Federal, State and local policies, procedures, laws and regulations; use of computers and computer software for word processing, spreadsheets, project management, and databases.
ABILITY TO: simultaneously coordinate and manage multiple large and complex engineering projects to completion within scheduled deadlines and allocated budgets; understand and interpret specifications, maps, specifications, plans, and reports pertaining to complex design and construction projects; interpret and apply pertinent policies, procedures, laws, regulations, and permits; establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, contractors, community groups, and the general public; operate effectively in a team environment, communicate clearly and concisely, both orally and in writing.
The Candidate/Qualifications
Any combination of the following experience and training that would likely provide the required knowledge, skills and abilities is qualifying. Typical ways to obtain the knowledge, skills and abilities would be:
- Extensive experience in managing the definition, development, permitting, review, and implementation capital improvement programs involving sanitary or surface water conveyance systems.
- Extensive experience managing and supervising engineering and technical staff responsible for permitting, planning, design, review, and/or construction of capital improvement projects involving public sanitary or surface water conveyance systems.
- Customarily candidates will possess a Bachelors degree in civil, sanitary, or environmental engineering, or a related field.
CERTIFICATION AND LICENSURE REQUIREMENTS:
- Upon selection, candidates must possess current registration as a Professional Engineer in the State of Oregon or be able to obtain registration as a Professional Engineer in the State of Oregon within six months of selection.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program. Compensation for this full-time position is
$73,541 to $110,312 per year
.
This rate includes a mandatory 6% employee contribution to the Public Employees
Retirement System after six months of employment. Clean Water Services offers a
selection of paid medical plans, dental, vision and life insurance. Vacation, sick
leave and personal holidays are also provided. Clean Water Services supports ongoing
training through a tuition reimbursement program. Any offer of employment will be
conditioned on the successful completion of a drug/alcohol screen and a criminal
background check.
The Organization
Clean Water Services is a water resource management utility for more than 500,000
people in urban Washington County and small portions of Multnomah County, Clackamas
County, Lake Oswego, and Portland. Clean Water Services operates four wastewater
treatment facilities, constructs and maintains flood management and water quality
projects, and manages flow in the Tualatin River to improve water quality and protect
fish habitat. Although Clean Water Services maintains a close working relationship
with Washington County government, it is a separately managed and financed public
utility.
