The Position
Performs maintenance and repair of equipment and machinery in wastewater treatment plants, pump stations, and water quality laboratories within the Wastewater Treatment Department.
ESSENTIAL FUNCTIONS – Plant Maintenance Technician 1:
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
- Troubleshoot and perform reactive mechanical repairs, replacements, and modifications on high cost/high risk mechanical equipment located in District treatment plants, pump stations and labs such as pumps, boilers, bar screens, clarifiers, centrifuges, digesters, filters, and blowers. Perform scheduled preventive maintenance on mechanical equipment to extend life and reliability or monitor current condition.
- Troubleshoot and perform repairs, replacements, and modifications on HVAC/R equipment and systems. Perform scheduled preventative mechanical and electrical maintenance and repairs; perform chemical testing and maintenance of treated water loops.
- Based on assessment of cost effectiveness, recommend repair vs. replacement, in-house vs. out-sourced repair.
- Complete maintenance and repair records; requisition and/or purchase parts, tools, and supplies as needed.
ADDITIONAL ESSENTIAL FUNCTIONS: Plant Maintenance Technician 2
Perform Essential Functions listed for PMT 1 under general supervision with responsibility for independently determining appropriate sequences, methods, techniques, and procedures.
- Schedule work to be performed by the work team, make assignments to team members, review team members’ work, and provide feedback to supervisor as necessary.
Expected Knowledge, Skills and Abilities
QUALIFICATIONS FOR ENTRY – Plant Maintenance Technician 1:
KNOWLEDGE OF: mechanical principles and practices; hydraulic and pneumatic principles and practices; the parts, functions, and repair procedures for pumps, pipes, valves, motors, and related industrial mechanical equipment; sealings and lubrications; bearings and bearings surfaces; pertinent safety procedures and practices.
SKILL IN: repairing mechanical problems; maintaining accurate and complete maintenance records; use of precision measuring devices; basic plumbing and pipefitting; basic welding and fabrication; lifting, hoisting, and rigging; use of hand and power tools; use of computers and computer software for data management and office applications.
ABILITY TO: read and interpret plans, specifications, manuals, blueprints, sketches, and shop drawings; establish and maintain effective working relationships with those contacted in the course of work; operate effectively in a team environment; communicate clearly and concisely, both orally and in writing.
QUALIFICATIONS FOR ENTRY – Plant Maintenance Technician 2:
In addition to the knowledge, skills, and abilities required for PMT 1,
KNOWLEDGE OF: advanced mechanical principles and practices for repair and troubleshooting of industrial equipment, parts, and machinery.
SKILL IN: diagnosing and repairing major mechanical problems; estimating and scheduling work; advanced plumbing and pipefitting; advanced welding and fabrication; use of computers and computer software for scheduling, data management, and office applications; training, scheduling, and evaluating the work of other maintenance personnel.
ABILITY TO: understand and follow complex written and oral instructions; plan testing procedures; determine the proper kind and type of parts and equipment needed for system installation and repair; troubleshoot a wide variety of malfunctions; recognize and determine the best method for correcting a wide variety of malfunctions.
The Candidate/Qualifications
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying.
A typical way to obtain the required KSAs for PMT 1 would be:
- Experience in mechanical trades such as plant maintenance technicians, millwrights, machinists, plumbers, pipe fitters, welders, or building maintenance technicians where the employee gains experience with mechanic’s tools, measuring instruments, and basic maintenance and repair procedures on a variety of mechanical equipment.
- Trade classes in mechanical engineering technology, or related fields.
A typical way to obtain the required KSAs for PMT 2 would be:
- Responsible experience in the above mechanical trades affording achievement of competency with mechanic’s tools; measuring equipment; and maintenance, troubleshooting, and repair of a wide variety of mechanical equipment.
CERTIFICATION AND LICENSURE REQUIREMENTS:
All candidates must possess a valid State of Oregon driver’s license.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program.
Pending Board approval, compensation for this full-time position at the 1 Level is $18.89 to $25.26 per hour. Compensation at the 2 Level is $21.42 to $28.98 per hour.
This rate includes a mandatory 6% employee contribution to the Public Employees
Retirement System after six months of employment. Clean Water Services offers a
selection of paid medical plans, dental, vision and life insurance. Vacation, sick
leave and personal holidays are also provided. Clean Water Services supports ongoing
training through a tuition reimbursement program. Any offer of employment will be
conditioned on the successful completion of a medical evaluation, drug/alcohol screen,
and a criminal background check.
The Organization
Clean Water Services is a water resource management utility for more than 500,000
people in urban Washington County and small portions of Multnomah County, Clackamas
County, Lake Oswego, and Portland. Clean Water Services operates four wastewater
treatment facilities, constructs and maintains flood management and water quality
projects, and manages flow in the Tualatin River to improve water quality and protect
fish habitat. Although Clean Water Services maintains a close working relationship
with Washington County government, it is a separately managed and financed public
utility.
