The Position
This position offers an opportunity to apply professional skills and abilities in a highly independent environment while working on a variety of District programs and initiatives. The successful candidate will work in several capacities including managing support functions for multiple departments and supervising administrative staff, coordinating Board of Director activities, managing special projects and participating on the Leadership and Integrated Water Resources Management teams. The position also serves as a critical link between the General Manager, the Deputy General Manager, employees and stakeholders.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that
may be assigned to this classification. The District may modify duties and/or essential
functions at its discretion. Additionally, some incumbents may not perform all Essential
Functions.)
- Participate on the District Leadership Team. Participate in strategic planning and policy development, as well as operational oversight of District programs needing LT guidance. Provide support by helping to advance activities within the team, framing issues, managing subcommittees, preparing agendas and summaries, and following up on action items.
- Participate on the Integrated Water Resources Management (IWRM) team. Contribute to implementation of District’s IWRM strategy through team analysis and prioritization of District projects and assessment of integration.
- Manages assigned special projects, such as: Board packet, contracts implementation, and development and maintenance of Goal Sharing Program; researches, analyzes, summarizes, and develops recommendations/program proposals; assembles and leads related teams/committees; prepares comprehensive reports, presentations, and speeches.
- Conduct research; assemble and analyze data; frame issues, conclusions, and opportunities for action; identify and recommend alternatives; and write policy papers as required. Plan and organize District activities including special events and contribute on a variety of team efforts.
- Administers the operation of the General Manager (GM) and Deputy General Manager (DGM). Prioritize information and disseminate appropriately throughout the organization. Keep GM and DGM apprised of matters requiring their involvement or awareness; discuss confidential matters. Provide direct, high level support in their respective areas (advancing the District’s integrated water resources strategy and normal District business operations).
- Oversee, organize, assign, and review staff’s work; develop performance standards; prepare performance evaluations; provide coaching and prepare development plans; assure compliance with District safety practices and procedures.
- Prioritize, plan, and track resources needed for unit’s work; ensure needed tools and resources are available to accomplish work plans; participate in budget preparation and administration; prepare cost estimates and submit justifications for budget requests; monitor and control expenditures; propose recommendations to improve efficiency and effectiveness; assure corrective actions and improvements are implemented.
Expected Knowledge, Skills and Abilities
KNOWLEDGE OF: contemporary office management principles and practices; meeting and event planning practices and procedures; business English, spelling, punctuation, grammar, and math; principles and practices of project development, scheduling, and management; basic principles and practices of budget development and control; principles of supervision; teambuilding and coaching techniques and practices.
SKILL IN: planning, organizing, directing and reviewing the work of administrative personnel; supervising, training, disciplining and evaluating staff; interpreting and applying complex policies, procedures, regulations and laws; explaining complex procedures and regulations to government officials and the general public; coordinating the activities of high level management officials and staff; collecting data and conducting research and analysis; use of computers and computer software for word processing, spreadsheets, presentations; electronic calendars, and electronic messaging; keyboarding at a speed necessary for successful job performance.
ABILITY TO: coordinate and manage projects to completion within scheduled deadlines; understand and follow oral and written policies, procedures, and directions; identify problems, analyze issues, and present alternative solutions; establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public; operate effectively in a team environment; communicate effectively, both orally and in writing.
The Candidate/Qualifications
Any combination of the following experience and training that would likely provide the required knowledge, skills and abilities is qualifying. Typical ways to obtain the knowledge, skills and abilities would be:
- Responsible experience in executive level or upper management administrative support;
- Specialized office administration training in office management, office software, and related fields;
- Responsible experience in Supervision;
- Coursework and/or a background in business management, financial practices and budget, and records management is desired.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program.
Compensation for this full-time position is $57,412 to $86,118 per year.
This rate includes a mandatory 6% employee contribution to the Public Employees
Retirement System after six months of employment. Clean Water Services offers a
selection of paid medical plans, dental, vision and life insurance. Vacation, sick
leave and personal holidays are also provided. Clean Water Services supports ongoing
training through a tuition reimbursement program. Any offer of employment will be
conditioned on the successful completion of a drug/alcohol screen and a criminal
background check.
The Organization
Clean Water Services is a water resource management utility for more than 500,000
people in urban Washington County and small portions of Multnomah County, Clackamas
County, Lake Oswego, and Portland. Clean Water Services operates four wastewater
treatment facilities, constructs and maintains flood management and water quality
projects, and manages flow in the Tualatin River to improve water quality and protect
fish habitat. Although Clean Water Services maintains a close working relationship
with Washington County government, it is a separately managed and financed public
utility.
