RECEIPT OF BIDS: Sealed Bids will be received by John Michael, Project Manager, at the office of Clean Water Services (Owner) located at 16060 SW 85th Avenue, Tigard, Oregon 97224 (Owner’s office), until 2:00 p.m. local time, on July 12, 2012, for the Broad Oak Pump Station Upgrades Project No. 6532 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.
OPENING OF BIDS: The Bids will be publicly opened and read at 4:00 p.m. local time on July 12, 2012 at Owner’s Office.
COMPLETION OF Work: The Work must be substantially complete by December 14, 2012.
DESCRIPTION OF Work: The Work is a public works project subject to ORS 279C.800 to 279C.870.
The Work under this Contract will consist of, but is not limited to the following: Furnishing all labor, materials and equipment necessary to upgrade the Broad Oak Pump Station, including but not limited to: removing the existing Cornell Posi-Prime pumps and replacing them with two non-clog submersible sewage pumps with retrieval systems; removing a steel dry well pump enclosure and constructing wet well upgrades suitable for submersible pumps with a new manhole top slab and hatch; furnishing and installing a pre-cast concrete valve vault, associated piping and appurtenances, all telemetry and controls, and various electrical components and modifications; installing an owner-provided standby generator; constructing a new connection to the existing force main on the Site; repair and constructing Site fencing improvements; installing a portion of an irrigation system; and other work necessary to provide a complete and functional system constructed in accordance with the Contract Documents.
The site of the Work is located at the 6313 SW Broad Oak Drive, Aloha, OR 97007, (Site).
ESTIMATED CONSTRUCTION COST: The estimated construction cost of the Work is $310,000 to $340,000.
OBTAINING BIDDING DOCUMENTS: The Bidding Documents are entitled Broad Oak Pump Station Upgrades Project No. 6532.

The Bidding Documents may be downloaded from the Owner’s Website at http://www.cleanwaterservices.org/AboutUs/Solicitations/. The Bidding Documents include technical specifications and accompanying reduced scale drawings at one-half of the original scale. Prospective Bidders will need to sign in and provide certain information to download the Bidding Documents and that information will be accumulated for a Plan Holder’s List. Prospective Bidders are responsible for obtaining any Addenda from Owner’s Website listed above. Prospective Bidders may subscribe to Owner’s Open Solicitations RSS feed at the same Website address and will be notified when an Addendum to or clarifications of the Bidding Documents have been posted. If problems are experienced downloading the Bidding Documents, please contact Jane Nishizaki at the Owner’s office (by telephone to 503-547-8175, fax 503-547-8196, email firstname.lastname@example.org). The Bidding Documents may also be viewed at Owner’s Office. To make arrangements to view a copy of the Bidding Documents, Contractors may contact Ms. Nishizaki. Contractors that want to obtain full scale drawings must contact Ms. Nishizaki and will be required to pay the cost of reproduction. Please contact Ms. Nishizaki with any questions regarding document distribution.
BID SECURITY: Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the Total Bid Price payable to Owner as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
BIDS TO REMAIN OPEN: The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
NON-MANDATORY PRE-BID CONFERENCE AND VISIT TO SITE: Prospective bidders are encouraged to attend a pre-bid conference and Site visit that will begin at 9:00 a.m., local time on June 28, 2012. The conference will be held at the Owner’s office, and will be followed by the Site visit. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective.

BIDDER LICENSING: Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.137. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement.)
BIDDER QUALIFICATIONS: Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public work in Oregon.
OWNER'S RIGHTS RESERVED: Owner reserves the right to cancel this solicitation or reject any Bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375(3)(b). Owner may reject for good cause any Bids after finding that doing so is in the public interest.
