PURCHASE OF POLYMER FLOCCULENT
CLEAN WATER SERVICES
Clean Water Services (District) wishes to purchase liquid polymer products under a three-year contract with the option to renew for one additional year. This is a multi-step Invitation to Bid where the first step involves bench and performance testing of vendor products to determine their ability to meet District specifications and in the second step inviting vendors with qualified products to submit a price bid for consideration. Interested vendors must submit products for performance testing at both of the District's treatment facilities. Only the vendors whose products have been performance tested and met District specifications, will be invited to submit bids.
First Step - Bench and Performance Testing.
The District will bench test polymer products from June 21, 2010 to July 23, 2010. The polymer will be tested in the biosolids dewatering processes at the District's Durham and Rock Creek Wastewater Treatment Facilities. Vendors need to bench test their products before they will be allowed to participate in the performance testing. Vendors wishing to obtain dewatering feed samples from District to bench test their products must submit their request to Joe Danzer, Operations Analyst, by telephone at 503-547-8037, or e-mail at danzerj@cleanwaterservices.org no later than 3:30 p.m., June 17, 2010. DUE TO SCHEDULING CONSTRAINTS, THE DISTRICT WILL BE ABLE TO TEST PRODUCTS FROM A LIMITED NUMBER OF VENDORS. SCHEDULING WILL BE ARRANGED ON A FIRST COME, FIRST SERVED BASIS.
After bench testing is completed, performance testing will be conducted at the District's Durham and Rock Creek Facilities. The Durham Facility testing will be the individual weeks of August 2 to August 6, August 9 to August 13, August 16 to August 20 and August 30 to September 3, 2010. The Rock Creek Facility testing will be the individual weeks of September 13 to September 17, September 20 to September 24, September 27 to October 1, and October 4 to October 8, 2010. Each vendor will be assigned one week at each facility
Second Step – Submission of Bids.
Qualified vendors whose products have been performance tested and met District specifications must submit bids by 2:30 p.m., PST, November 4, 2010 to Joe Danzer, Operations Analyst, Rock Creek Wastewater Treatment Facility, located at 3235 SW River Road, Hillsboro, OR 97123. A public bid opening will be held immediately following the bid deadline.

Vendors are responsible for obtaining any Addenda from District’s Website listed above. The public contract to be awarded does not involve asbestos abatement work, and vendors bidding on this public contract are not required to be licensed with the Department of Environmental Quality pursuant to ORS 468A.720.
