Clean Water Services Awards $21.4 Million Contract for Forest Grove Facility Upgrades

Hillsboro, OR — April 7, 2009— Today the Clean Water Services Board of Directors awarded a $21.4 million construction contract to the Natt McDougall Company for upgrades to the Forest Grove Wastewater Treatment Facility at 1345 Fern Hill Road in Forest Grove that will protect water quality, boost the local economy and meet the needs of a growing community. The Forest Grove Facility is one of four operated by Clean Water Services (the District) and serves the southern portion of the City of Forest Grove, and all of Gaston and Cornelius. Constructed in 1946, the facility has been upgraded throughout the years and underwent a series of major expansions during the 1990s and is designed to clean an average of five million gallons of wastewater per day.

This project includes construction of a new influent pump station, headworks and aeration basin, and will provide sufficient treatment capacity to meet the needs of the growing community and economy through 2030 using new technologies that are more energy efficient and sustainable. All wastewater treatment facilities operate under National Pollutant Discharge and Elimination System (NPDES) permits and the District holds the nation’s first watershed-based permit which includes the wastewater treatment facilities and stormwater management. The facility improvements resulting from this project will ensure ongoing compliance with the permits as federal water quality regulations become more strict. In 2007, the Forest Grove Facility earned the Platinum Peak Performance Award from the National Association of Clean Water Agencies for operating five consecutive years with 100 percent permit compliance.

The Natt McDougall Company will hire sixteen subcontractors for this job, which will create up to 100 local jobs, and will have up to 50 workers on site at a time. The project is scheduled to break ground this month and the facility will remain fully operational throughout the construction. Project manager Steve Kebbe said, “The Natt McDougall Company proposed innovative solutions to save money and time during construction that will help meet the schedule that must be done in the fall of 2010.” The company is based in the City of Tualatin and is currently constructing the $10.4 million Lower Tualatin Pump Station project for the District.
