The Federal Emergency Management Agency (FEMA) has recently completed a Flood Insurance Study Revision for Ash, Fanno and Summer Creeks in the Cities of Beaverton, Durham and Tigard, and Washington County. Also included is a portion of the Tualatin River floodplain, which is now included in the corporate boundaries of King City. This revision includes floodplain maps showing areas that would be inundated by the base (100-year) flood. These maps will be used by lending institutions and insurance agents in determining who must purchase flood insurance and in determining the cost of the insurance. In addition, the Cities of Beaverton, Durham, King City and Tigard, and Washington County will use the maps for floodplain management and permitting purposes.
The need for an updated Flood Insurance Study was identified in Clean Water Services’ Fanno Creek Watershed Plan, adopted in 1997. The analysis for the FEMA Flood Study Revision was completed by Clean Water Services and the Cities of Beaverton and Tigard in 1999. The revised maps and models were submitted to FEMA in 1999 for final analysis, review and adoption.
The basic changes in this revision include new data along: Ash Creek from its confluence with Fanno Creek upstream approximately 1.5 miles to Southwest Hemlock Street; Fanno Creek from its confluence with the Tualatin River upstream approximately 13.5 miles to the Washington County line; Summer Creek from its confluence with Fanno Creek upstream approximately 2.1 miles to Southwest Old Scholls Ferry Road; and the Tualatin River within the corporate boundaries of the City of King City. The people most directly affected by the issuance of this study are those owning property and/or living in the flood hazard areas along the specified reaches of these streams. They and other interested persons are invited to attend a public meeting on February 24, 2004 from 6 to 9 pm at the Beaverton Resource Center, 12500 SW Allen Blvd. in Beaverton. Representative from FEMA and Pacific Water Resources, the study contractor, will be on hand to explain the study and answer questions about flood insurance.

Clean Water Services is the sanitary sewer and surface water management utility for more than 463,000 customers in urban Washington County and small portions of Multnomah County, Clackamas County, Lake Oswego, and Portland. Clean Water Services operates four wastewater treatment plants, constructs and maintains flood management and water quality projects and manages flow in the Tualatin
River to improve water quality and protect fish habitat. Although Clean Water Services maintains a close working relationship with Washington County government, it is a separately managed and financed public utility.
