The Position

Within the Wastewater Treatment Department this position plans, develops, implements, and evaluates the facilities maintenance program for the Wastewater Treatment Department. In addition, this position directly supervises the facilities maintenance staff to include daily operations, performance management, planning, scheduling, assigning, and reviewing building maintenance, HVAC, fire systems, and janitorial work.

  1. Oversee, organize, assign, and review staff’s work; develop performance standards; prepare performance evaluations; provide coaching and prepare development plans; assure compliance with both Regulatory and District safety practices and procedures.
  2. Participate in the development and implementation of District and departmental policies, procedures, goals, objectives, and strategic initiatives as they relate to safety, buildings, structure maintenance and repair, HVAC maintenance and repair, fire systems, janitorial services, and painting and corrosion control.
  3. Prioritize, plan, and track resources needed for unit’s work; ensure needed tools and resources are available to accomplish work plans; monitor expenditures and operational accomplishments; propose recommendations to improve efficiency and effectiveness; assure corrective actions and improvements are implemented.
  4. Resolve technical problems, complaints, and requests for information related to the work of the unit.
  5. Assist in the selection of consultants and contractors; administer contracts; provide project support; oversee work performed; monitor contract expenditures.

Expected Knowledge, Skills and Abilities

KNOWLEDGE OF: Developing and administering safety programs in an industrial facility to include safety training. Experienced with operations, services, and activities of facilities maintenance and repair programs in an industrial facility, janitorial maintenance and plant cleaning principles and practices. HVAC maintenance principles and practices. Building repairs; roofs, plumbing, structures, doors, gates, fences, pavement, structural sealing, painting, corrosion control, contract development and management, repair and replacement budgeting. Operation of relevant tools and equipment; applicable Federal, State, and local laws, regulations, standards, and requirements, pertinent safety laws, rules, and regulations; basic principles and practices of budget development and control; principles of supervision; teambuilding and coaching techniques and practices.

 

SKILL IN: Planning, organizing, directing and reviewing the work of skilled personnel; supervising, training, disciplining and evaluating staff; interpreting and explaining repair and maintenance policies and procedures; operation of various maintenance tools and equipment including forklift, hand, and power tool; reading blueprints; use of computers and computer software for word processing, spreadsheets, and project tracking.

ABILITY TO: Plan and coordinate assigned staff to achieve program requirements and objectives within established timelines and budget requirements. Negotiate with contractors regarding the scope and cost of services and administered contracts; establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public. Understand and interpret policies, procedures, laws, and regulations pertaining to the program area. Prepare proposals that include repair vs. replace justification. Operate effectively in a team environment; communicate clearly and concisely, both orally and in writing.

The Candidate/Qualifications

Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Increasingly responsible experience in industrial building and/or facilities maintenance, along with HVAC systems.

Responsible supervisory experience.

College course work or equivalent in facilities maintenance, construction management, HVAC systems, engineering or related field.

Experience in wastewater treatment facilities or in an industrial environment is desired.

QUALIFICATIONS FOR ENTRY:
Upon selection, candidates must possess a valid State driver’s license.

Salary

Clean Water Services offers a comprehensive and competitive compensation and benefits program. Compensation for this full time position is $63,256 to $86,977 per year. This rate includes a mandatory 6% employee contribution to the Public Employees Retirement System after six months of employment. Clean Water Services offers a selection of paid medical plans, dental, vision and life insurance. Vacation, sick leave and personal holidays are also provided. Clean Water Services supports ongoing training through a tuition reimbursement program. Any offer of employment will be conditioned on the successful completion of pre-employment background checks.

The Organization

Clean Water Services is a water resource management utility for more than 500,000 people in urban Washington County and small portions of Multnomah County, Clackamas County, Lake Oswego, and Portland. Clean Water Services operates four wastewater treatment facilities, constructs and maintains flood management and water quality projects, and manages flow in the Tualatin River to improve water quality and protect fish habitat. Although Clean Water Services maintains a close working relationship with Washington County government, it is a separately managed and financed public utility.
